AS RĪGAS SILTUMS and Q Power are starting a joint study concentrating on low-carbon alternatives as a heat source for district heating. The goal is to recognize suitable options among the new technologies that are economically feasible in achieving climate goals.
In the feasibility study parties will carry out a technical and economic review of new alternatives for fuel production technologies, such as carbon dioxide recovery and methanation. The review focuses on solutions that can be directly integrated into existing systems and infrastructure.
Ilvars Pētersons, Chairman of AS RĪGAS SILTUMS, states, “We aim to provide diverse ways to reduce carbon dioxide emissions in heat distribution without compromising efficiency. This study helps us comprehend technologies and opportunities by considering heating from a holistic perspective, covering both technology and economic aspects. We partnered with Q Power due to their expertise in these areas.”
The investigation focuses on local fractions in fuel production in Riga. The local production of fuels produced from local raw materials helps Riga and Latvia to support their energy self-sufficiency and independence from imported fuels, to achieve and secure the stability of local heat distribution and the climate targets at the same time.
Raivis Elliņš, a Board member of AS RĪGAS SILTUMS, states, “Our primary focus is producing and delivering heat to our customers. Ensuring reliable, clean, and affordable heat for our Riga customers is vital to us.”
Q Power’s experts are very enthusiastic about the cooperation with AS RĪGAS SILTUMS. “We are happy that we have been selected as partners for this investigation. We have deep expertise in the integration of various production methods from a technological as well as financial point of view. We believe that we can give our customers a comprehensive view of the various possibilities” states Petri Heikinheimo project manager and head of procurement from Q Power.
The investigation will be carried out during the fall of 2024 and the results will be used as a basis for further development.

About AS RIGAS SILTUMS
AS RIGAS SILTUMS serves as Riga’s leading heat energy provider, overseeing the production, transmission, and sale of heat. The primary fuel sources are natural gas and wood chips, with wood chips making up about half. The company generates roughly 30% of its thermal energy through five heat plants and 39 boiler houses. Currently, renewable sources account for about 55% of the energy produced, with plans to increase this amount to 65% by 2030. AS RĪGAS SILTUMS supplies two-thirds of Riga’s thermal energy and owns about 689 kilometers of the city’s 800-kilometer heating network.
